Mayor Rahm Emanuel is outlining his plans for a “New Chicago.” The infrastructure projects planned in his first term — including renovating CTA stations, repaving half of the city’s 2,000 miles of streets and rebuilding so many parks that at least one will be within a 10-minute walk of every Chicagoan — are expected to cost $7.2 billion and will create 30,000 jobs.
